Peel and cut the potatoes to 1 1/2 - 2" pieces. Peel and cut the carrots into 3-4" sticks. Press the ground beef into 4 even patties.
Place the 4 pieces of tin foil (10-12" long) on the counter. In the center of the foil, place the pressed hamburger patty, then a handful of potatoes, and a handful of carrots. Season generously with sea salt and pepper. Fill all 4 foil packets evenly.
Fold the foil packet up by folding two ends up to meet each other, roll the top edge together. Then fold up the two ends. Continue this process for all 4 packets.
In the Instant Pot, place the trivet and one cup of water. Place the foil packets on the trivet, stacking one on top of the other. Place the lid on the Instant Pot and turn the pressure valve to close. Press 'Pressure Cook' and manually adjust the time to 18 minutes. Once it's done pressure cooking, release the pressure by opening the pressure valve (Caution, it will be very hot!). Remove the lid and carefully remove the meat and potato foil packets. Serve.
Preheat the oven to 375 degrees. Place the foil packets on a baking sheet and bake for 35-40 minutes. Baking time may vary slightly depending on how large or small the potatoes were cut. At the 35 minute mark, pull the baking sheet from the oven and open up a packet and test the tenderness of the potatoes by poking them with a fork. If additional baking time is needed, place them back in the oven for 5-7 minutes. If they're soft, serve the meat and potato packets!
