Preheat oven to 350 degrees and grease an 8x8 glass baking dish.
In a blender place all ingredients except the chocolate chips. Blend on med-high speed for 20-30 seconds. Scrape down sides. Blend again for 10-20 seconds. Scrape again if needed.
Add the chocolate chips to the batter and stir with a long spoon or a spatula. Pour batter into the prepared 8x8 baking dish. Smooth evenly with the back of a spoon or a spatula. Sprinkle with topping ingredients.
Bake for 20 minutes. Remove from oven and let cool completely before cutting into 9 even pieces.
